教(jiao)(jiao)師是(shi)立教(jiao)(jiao)之本、興(xing)教(jiao)(jiao)之源,強國必先(xian)(xian)強教(jiao)(jiao),強教(jiao)(jiao)必先(xian)(xian)強師。為大力弘揚教(jiao)(jiao)育(yu)家精神,加強新時代高素質專(zhuan)業化教(jiao)(jiao)師隊伍建設,進(jin)一步營造尊師重教(jiao)(jiao)良好氛圍,現提出如下意見。

一、總體要求

堅持以習(xi)近平新時(shi)代中國特色社會(hui)主(zhu)義思(si)想為(wei)指導(dao),深入貫(guan)徹黨的(de)(de)二十大和二十屆二中、三中全(quan)會(hui)精神,堅持黨對教(jiao)(jiao)(jiao)(jiao)育(yu)事業(ye)的(de)(de)全(quan)面領(ling)(ling)導(dao),貫(guan)徹新時(shi)代黨的(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)方(fang)針,落實立德樹(shu)人根本任務,把(ba)加(jia)強(qiang)(qiang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍建設作為(wei)建設教(jiao)(jiao)(jiao)(jiao)育(yu)強(qiang)(qiang)國最重(zhong)要(yao)的(de)(de)基礎(chu)工作來抓,強(qiang)(qiang)化教(jiao)(jiao)(jiao)(jiao)育(yu)家精神引領(ling)(ling),提升(sheng)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)(jiao)(jiao)書育(yu)人能力,健全(quan)師(shi)(shi)德師(shi)(shi)風建設長(chang)效機制,深化教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍改革(ge)創(chuang)新,加(jia)快(kuai)補齊教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍建設突(tu)出短(duan)板(ban),強(qiang)(qiang)化高(gao)素(su)質(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)培養(yang)供給,優化教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)資源配置,打造(zao)一支(zhi)師(shi)(shi)德高(gao)尚、業(ye)務精湛、結(jie)構合理、充滿(man)活力的(de)(de)高(gao)素(su)質(zhi)(zhi)專業(ye)化教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍,為(wei)加(jia)快(kuai)教(jiao)(jiao)(jiao)(jiao)育(yu)現(xian)代化、建設教(jiao)(jiao)(jiao)(jiao)育(yu)強(qiang)(qiang)國、辦好人民滿(man)意的(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)提供堅強(qiang)(qiang)支(zhi)撐。

工作中要堅(jian)持教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)家精神(shen)鑄魂強(qiang)師(shi),引(yin)導廣(guang)大教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)堅(jian)定心有大我、至誠報國的(de)理想(xiang)(xiang)信念,陶冶(ye)言(yan)為(wei)士則、行(xing)為(wei)世范(fan)的(de)道(dao)德(de)情操,涵(han)(han)養啟智潤心、因(yin)材施教(jiao)(jiao)(jiao)(jiao)(jiao)的(de)育(yu)人(ren)智慧,秉持勤(qin)學(xue)篤行(xing)、求(qiu)是創新的(de)躬(gong)耕態度,勤(qin)修樂教(jiao)(jiao)(jiao)(jiao)(jiao)愛生、甘于奉獻(xian)的(de)仁愛之心,樹立胸懷天下、以文化人(ren)的(de)弘道(dao)追求(qiu),踐行(xing)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)群(qun)體共同價值追求(qiu)。堅(jian)持教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)家精神(shen)培(pei)育(yu)涵(han)(han)養,融入教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)培(pei)養、發展(zhan),構建(jian)日常浸潤、項(xiang)目賦能、平臺(tai)支撐的(de)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)發展(zhan)良好生態。堅(jian)持教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)家精神(shen)弘揚踐行(xing),貫穿教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)課堂(tang)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)、188bet金宝搏在线、社會實踐等(deng)各環(huan)節,筑牢教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)家精神(shen)踐行(xing)主陣地。堅(jian)持教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)家精神(shen)引(yin)領激勵,建(jian)立完善教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)標準體系,納入教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)管理評(ping)價全過程,引(yin)導廣(guang)大教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)將教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)家精神(shen)轉化為(wei)思(si)想(xiang)(xiang)自覺(jue)、行(xing)動自覺(jue)。

經過3至5年(nian)努力(li),教(jiao)(jiao)(jiao)(jiao)育家精神得到(dao)大(da)力(li)弘揚,高(gao)素質專業(ye)化教(jiao)(jiao)(jiao)(jiao)師隊伍建設取(qu)得積(ji)極成(cheng)效,教(jiao)(jiao)(jiao)(jiao)師立德修(xiu)身、敬(jing)業(ye)立學、教(jiao)(jiao)(jiao)(jiao)書育人呈現(xian)新風(feng)貌,尊(zun)師重(zhong)教(jiao)(jiao)(jiao)(jiao)社(she)會氛圍(wei)更加濃厚。到(dao)2035年(nian),教(jiao)(jiao)(jiao)(jiao)育家精神成(cheng)為(wei)廣大(da)教(jiao)(jiao)(jiao)(jiao)師的自(zi)覺(jue)追求(qiu),實現(xian)教(jiao)(jiao)(jiao)(jiao)師隊伍治理(li)體(ti)系(xi)和治理(li)能(neng)力(li)現(xian)代化,數字化賦能(neng)教(jiao)(jiao)(jiao)(jiao)師發展成(cheng)為(wei)常態(tai),教(jiao)(jiao)(jiao)(jiao)師地位鞏固提高(gao),教(jiao)(jiao)(jiao)(jiao)師成(cheng)為(wei)最受社(she)會尊(zun)重(zhong)和令人羨慕的職業(ye)之(zhi)一,形成(cheng)優秀人才(cai)爭相從教(jiao)(jiao)(jiao)(jiao)、優秀教(jiao)(jiao)(jiao)(jiao)師不斷涌現(xian)的良好局面。

二、加強教師隊伍思想政治建設

(一)加(jia)強理想信念(nian)教(jiao)(jiao)育。建立健全教(jiao)(jiao)師定期(qi)理論學(xue)習制度,堅持不懈用習近平新(xin)時代中(zhong)國(guo)特(te)色社會(hui)主(zhu)(zhu)(zhu)義(yi)思(si)想凝心鑄(zhu)魂。持續抓好黨史(shi)、新(xin)中(zhong)國(guo)史(shi)、改革開(kai)放史(shi)、社會(hui)主(zhu)(zhu)(zhu)義(yi)發展史(shi)學(xue)習教(jiao)(jiao)育。統(tong)籌各(ge)級各(ge)類黨校(行政(zheng)(zheng)學(xue)院)等(deng)資源,定期(qi)開(kai)展教(jiao)(jiao)師思(si)想政(zheng)(zheng)治輪訓,增進(jin)廣大教(jiao)(jiao)師對中(zhong)國(guo)共產黨和中(zhong)國(guo)特(te)色社會(hui)主(zhu)(zhu)(zhu)義(yi)的政(zheng)(zheng)治認(ren)同(tong)、思(si)想認(ren)同(tong)、理論認(ren)同(tong)、情感認(ren)同(tong)。

(二)加(jia)強(qiang)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊伍(wu)建設(she)黨(dang)(dang)(dang)(dang)建引領。把黨(dang)(dang)(dang)(dang)的(de)政治(zhi)建設(she)擺在(zai)(zai)首(shou)位(wei),牢牢掌握黨(dang)(dang)(dang)(dang)對教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊伍(wu)建設(she)的(de)領導(dao)權。選優配強(qiang)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)支(zhi)部書記,強(qiang)化(hua)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)支(zhi)部書記“雙帶(dai)頭(tou)人”培育,充分發(fa)揮教(jiao)(jiao)(jiao)師(shi)(shi)(shi)、師(shi)(shi)(shi)范生黨(dang)(dang)(dang)(dang)支(zhi)部的(de)戰斗堡壘作用(yong)和黨(dang)(dang)(dang)(dang)員教(jiao)(jiao)(jiao)師(shi)(shi)(shi)的(de)先(xian)鋒(feng)模范作用(yong)。注意做好在(zai)(zai)高(gao)層(ceng)次人才(cai)、優秀青年教(jiao)(jiao)(jiao)師(shi)(shi)(shi)、少先(xian)隊輔導(dao)員和海外留學歸(gui)國教(jiao)(jiao)(jiao)師(shi)(shi)(shi)中發(fa)展黨(dang)(dang)(dang)(dang)員工作,落實好“三(san)會(hui)一課(ke)”等黨(dang)(dang)(dang)(dang)的(de)組織生活制度,把教(jiao)(jiao)(jiao)師(shi)(shi)(shi)緊(jin)密團結在(zai)(zai)黨(dang)(dang)(dang)(dang)的(de)周圍。堅持黨(dang)(dang)(dang)(dang)建帶(dai)群建,加(jia)強(qiang)青年教(jiao)(jiao)(jiao)師(shi)(shi)(shi)思想(xiang)政治(zhi)引領。

三、涵養高尚師德師風

(三)堅持師(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)風(feng)第(di)一標準。將(jiang)思想政(zheng)治和(he)師(shi)(shi)(shi)(shi)(shi)德(de)要(yao)求(qiu)納(na)入教師(shi)(shi)(shi)(shi)(shi)聘(pin)用合同,在教師(shi)(shi)(shi)(shi)(shi)聘(pin)用工作中嚴格(ge)考(kao)察把關。將(jiang)師(shi)(shi)(shi)(shi)(shi)德(de)表現作為(wei)教師(shi)(shi)(shi)(shi)(shi)資格(ge)準入、招聘(pin)引進、職(zhi)稱評(ping)聘(pin)、導(dao)師(shi)(shi)(shi)(shi)(shi)遴(lin)選(xuan)、評(ping)優獎勵、項目申(shen)報等的首要(yao)要(yao)求(qiu)。各級組織人(ren)事和(he)教育(yu)(yu)部門將(jiang)師(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)風(feng)建設納(na)入學(xue)(xue)校(xiao)基層黨(dang)建述職(zhi)評(ping)議考(kao)核(he)、領導(dao)班子和(he)領導(dao)人(ren)員考(kao)核(he)及全面從(cong)嚴治黨(dang)任(ren)務清單,與教育(yu)(yu)督導(dao)、重大人(ren)才工程評(ping)選(xuan)、教育(yu)(yu)教學(xue)(xue)評(ping)估、學(xue)(xue)位授權審核(he)、學(xue)(xue)位授權點評(ping)估等掛(gua)鉤。學(xue)(xue)校(xiao)主(zhu)要(yao)負(fu)責(ze)(ze)人(ren)要(yao)認真履行師(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)風(feng)建設第(di)一責(ze)(ze)任(ren)人(ren)職(zhi)責(ze)(ze),壓實高校(xiao)院(yuan)(系)主(zhu)要(yao)負(fu)責(ze)(ze)人(ren)責(ze)(ze)任(ren)。

(四)引導(dao)教(jiao)師(shi)自(zi)律自(zi)強。引導(dao)廣大教(jiao)師(shi)自(zi)覺(jue)踐行教(jiao)育家(jia)精神,模(mo)(mo)范(fan)遵(zun)守(shou)憲法和法律法規,依法履行教(jiao)師(shi)職責(ze),堅決抵(di)制損害黨中央(yang)權威(wei)、國家(jia)利益的言(yan)(yan)行;模(mo)(mo)范(fan)遵(zun)守(shou)新時代(dai)教(jiao)師(shi)職業(ye)行為準(zhun)則,自(zi)覺(jue)捍衛教(jiao)師(shi)職業(ye)尊嚴(yan);模(mo)(mo)范(fan)遵(zun)守(shou)社會公德,形(xing)象得(de)體、言(yan)(yan)行雅正。加(jia)強科研誠信(xin)與(yu)優良教(jiao)風(feng)學風(feng)建設,堅決抵(di)制學術(shu)不端,營(ying)造風(feng)清氣正的學術(shu)生態。通過典型案例強化(hua)警(jing)示教(jiao)育。

(五(wu))加強(qiang)師(shi)(shi)德師(shi)(shi)風(feng)培(pei)(pei)(pei)養(yang)。把學習貫(guan)徹(che)習近平(ping)總書記關于(yu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)重要(yao)(yao)論(lun)述作(zuo)為(wei)(wei)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)培(pei)(pei)(pei)養(yang)的(de)必(bi)修課(ke),作(zuo)為(wei)(wei)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)和(he)(he)培(pei)(pei)(pei)訓的(de)重要(yao)(yao)任務,使廣大(da)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)把握其深刻內涵、做到知行合(he)一。將師(shi)(shi)德師(shi)(shi)風(feng)和(he)(he)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)家(jia)精神融(rong)入(ru)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)課(ke)程(cheng)和(he)(he)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)培(pei)(pei)(pei)養(yang)培(pei)(pei)(pei)訓全過程(cheng)。開發(fa)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)家(jia)精神課(ke)程(cheng)教(jiao)(jiao)(jiao)(jiao)材資(zi)源。用(yong)好國家(jia)智慧教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)公共服務平(ping)臺,開展師(shi)(shi)德師(shi)(shi)風(feng)和(he)(he)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)家(jia)精神專(zhuan)題(ti)研(yan)修。有計劃地組織教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)參(can)加革命傳統教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)、國情社情考察、社會實踐鍛煉,引導教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)在理論(lun)與實踐中涵養(yang)高(gao)尚師(shi)(shi)德和(he)(he)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)家(jia)精神。

(六)堅持(chi)師(shi)(shi)德(de)(de)違規“零容(rong)忍(ren)”。依規依紀(ji)依法查(cha)處師(shi)(shi)德(de)(de)違規行為(wei),對群眾反映強烈、社會影(ying)響(xiang)惡(e)劣的(de)嚴(yan)重師(shi)(shi)德(de)(de)違規行為(wei),從(cong)(cong)嚴(yan)從(cong)(cong)重給予處理處分。落實教(jiao)職員工準入查(cha)詢和(he)從(cong)(cong)業禁(jin)止(zhi)制(zhi)度。各地各高校要將師(shi)(shi)德(de)(de)師(shi)(shi)風(feng)建(jian)設作(zuo)為(wei)教(jiao)育系(xi)統巡(xun)視巡(xun)察和(he)督查(cha)檢查(cha)的(de)重要內容(rong)。堅持(chi)失責(ze)(ze)(ze)必(bi)問(wen)、問(wen)責(ze)(ze)(ze)必(bi)嚴(yan),對相關(guan)單位和(he)責(ze)(ze)(ze)任人落實師(shi)(shi)德(de)(de)師(shi)(shi)風(feng)建(jian)設責(ze)(ze)(ze)任不到位、造成(cheng)嚴(yan)重后果(guo)或惡(e)劣影(ying)響(xiang)的(de),予以嚴(yan)肅問(wen)責(ze)(ze)(ze)。

四、提升教師專業素養

(七)健全中(zhong)(zhong)(zhong)(zhong)國特色教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)育體系(xi)。大(da)(da)力(li)支持(chi)(chi)師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)院(yuan)校(xiao)建(jian)(jian)設(she),全面提(ti)升(sheng)師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)教(jiao)(jiao)育水(shui)平(ping)。堅持(chi)(chi)師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)院(yuan)校(xiao)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)育第一(yi)職責,強化(hua)部(bu)屬師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)大(da)(da)學(xue)(xue)引領,大(da)(da)力(li)支持(chi)(chi)師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)院(yuan)校(xiao)“雙(shuang)一(yi)流”建(jian)(jian)設(she)。以國家優秀(xiu)(xiu)中(zhong)(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)培養(yang)(yang)(yang)(yang)計(ji)劃(hua)為引領,支持(chi)(chi)“雙(shuang)一(yi)流”建(jian)(jian)設(she)高(gao)校(xiao)為代表(biao)的高(gao)水(shui)平(ping)院(yuan)校(xiao)為中(zhong)(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)培養(yang)(yang)(yang)(yang)研究生(sheng)層(ceng)次(ci)優秀(xiu)(xiu)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)。實(shi)施師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)教(jiao)(jiao)育協同提(ti)質計(ji)劃(hua)。優化(hua)師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)生(sheng)公費教(jiao)(jiao)育政策。深化(hua)實(shi)施中(zhong)(zhong)(zhong)(zhong)西部(bu)欠發(fa)達地(di)區優秀(xiu)(xiu)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)定向培養(yang)(yang)(yang)(yang)計(ji)劃(hua)。優化(hua)師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)院(yuan)校(xiao)評估指標,改革(ge)師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)類專業認證,支持(chi)(chi)師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)專業招生(sheng)實(shi)施提(ti)前批次(ci)錄取,推進(jin)培養(yang)(yang)(yang)(yang)模式改革(ge)。師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)院(yuan)校(xiao)普(pu)遍建(jian)(jian)立(li)數學(xue)(xue)、科技、工程類教(jiao)(jiao)育中(zhong)(zhong)(zhong)(zhong)心,加強師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)生(sheng)科技史教(jiao)(jiao)育,提(ti)高(gao)科普(pu)傳播能力(li)。加大(da)(da)對(dui)師(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)(fan)類專業研究生(sheng)學(xue)(xue)位授權(quan)審(shen)核(he)的支持(chi)(chi)力(li)度。加強培養(yang)(yang)(yang)(yang)基本條件和實(shi)踐基地(di)建(jian)(jian)設(she)。加強英才教(jiao)(jiao)育師(shi)(shi)(shi)(shi)(shi)(shi)資(zi)培養(yang)(yang)(yang)(yang)。強化(hua)緊缺領域師(shi)(shi)(shi)(shi)(shi)(shi)資(zi)培養(yang)(yang)(yang)(yang)。

五、加強教師權益保障

(十(shi)二)加(jia)大(da)各級各類教(jiao)(jiao)(jiao)師待遇(yu)保(bao)障力(li)度。健全中小學(xue)教(jiao)(jiao)(jiao)師工資(zi)長效聯動機制,鞏固(gu)義務教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)師平(ping)均工資(zi)收入水平(ping)不低于(yu)當地公務員平(ping)均工資(zi)收入水平(ping)成果,強化高中、幼(you)兒園教(jiao)(jiao)(jiao)師工資(zi)待遇(yu)保(bao)障。落(luo)實好(hao)工資(zi)、社會保(bao)險等(deng)各項政(zheng)(zheng)策(ce)。研究提高教(jiao)(jiao)(jiao)齡津貼標準。落(luo)實好(hao)鄉村(cun)教(jiao)(jiao)(jiao)師生活補助(zhu)政(zheng)(zheng)策(ce)。加(jia)大(da)教(jiao)(jiao)(jiao)師培訓經費投入力(li)度。保(bao)障教(jiao)(jiao)(jiao)師課后服務工作合(he)理待遇(yu)。加(jia)強鄉村(cun)教(jiao)(jiao)(jiao)師周(zhou)轉宿舍建設。

(十三)維(wei)(wei)護教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)合法權益。維(wei)(wei)護教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育懲戒權,支持(chi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)積(ji)極管教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)。學校(xiao)和(he)有(you)關部門(men)(men)要依(yi)法保障教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)履行教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育職責。依(yi)法懲處對(dui)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)的侮辱、誹謗、惡意炒作等(deng)言(yan)行,構成犯(fan)罪的,依(yi)法追究刑事責任。學校(xiao)和(he)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育部門(men)(men)要支持(chi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)維(wei)(wei)護合法權益。大力(li)減輕教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)負擔(dan),統籌規范社會事務進校(xiao)園,精(jing)簡(jian)督查(cha)檢查(cha)評比考核事項,為(wei)中小學、高校(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)和(he)科研人員(yuan)減負松綁,充分保證教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)從事主責主業。

六、弘揚尊師重教社會風尚

(十(shi)四(si))厚植尊(zun)(zun)(zun)(zun)師重教(jiao)(jiao)文(wen)化。提高(gao)教(jiao)(jiao)師地位,支(zhi)持和吸引優秀(xiu)人(ren)才熱心從教(jiao)(jiao)、精(jing)心從教(jiao)(jiao)、長期從教(jiao)(jiao)、終身從教(jiao)(jiao)。推進全社(she)會涵養尊(zun)(zun)(zun)(zun)師文(wen)化,提振師道尊(zun)(zun)(zun)(zun)嚴,注重尊(zun)(zun)(zun)(zun)師教(jiao)(jiao)育,開展尊(zun)(zun)(zun)(zun)師活動(dong),將(jiang)尊(zun)(zun)(zun)(zun)師文(wen)化融入學生日常言行。發揚“傳(chuan)幫帶”傳(chuan)統(tong),通過教(jiao)(jiao)師入職、晉升、榮休等活動(dong),浸潤傳(chuan)承(cheng)教(jiao)(jiao)育家精(jing)神。支(zhi)持自然人(ren)、法(fa)人(ren)或其他組織采取多種方式尊(zun)(zun)(zun)(zun)師重教(jiao)(jiao),形成良(liang)好社(she)會氛圍(wei)。

(十五)加(jia)大教師榮譽表彰(zhang)力度。加(jia)強對優秀教師激勵獎(jiang)勵,完善相關制(zhi)度。對作出突出貢(gong)獻的教師集體和個人(ren),按照有(you)關規定給予表彰(zhang)獎(jiang)勵,表彰(zhang)獎(jiang)勵向鄉村教師傾(qing)斜(xie)。

(十六)創新開展(zhan)教(jiao)(jiao)師(shi)宣傳工作(zuo)。宣傳優(you)秀教(jiao)(jiao)師(shi)典(dian)型。鼓勵支持教(jiao)(jiao)育(yu)家(jia)精(jing)(jing)神研究(jiu),形成一批高質量(liang)學術(shu)成果(guo)。強化教(jiao)(jiao)育(yu)、教(jiao)(jiao)師(shi)題材文(wen)(wen)藝作(zuo)品(pin)創作(zuo),推(tui)出更多(duo)謳歌優(you)秀教(jiao)(jiao)師(shi)、弘(hong)揚教(jiao)(jiao)育(yu)家(jia)精(jing)(jing)神的文(wen)(wen)藝精(jing)(jing)品(pin)。用好(hao)新媒體(ti)等(deng)渠道,拓展(zhan)教(jiao)(jiao)師(shi)宣傳陣地。依托博物館(guan)、展(zhan)覽館(guan)和(he)文(wen)(wen)化館(guan)等(deng),開展(zhan)教(jiao)(jiao)育(yu)家(jia)精(jing)(jing)神主題展(zhan)覽。加強教(jiao)(jiao)師(shi)相關(guan)新聞輿(yu)論引導和(he)監(jian)督,激濁揚清(qing)、弘(hong)揚正氣。

(十七)講好中國(guo)教育(yu)家(jia)故事(shi)。深入實施學風(feng)傳(chuan)承(cheng)行動等活動,傳(chuan)播教育(yu)家(jia)思想(xiang)、展(zhan)現教育(yu)家(jia)風(feng)貌。將(jiang)弘揚教育(yu)家(jia)精神納入國(guo)際傳(chuan)播話(hua)語體系(xi),搭建國(guo)際交流合作平臺,講好中國(guo)教育(yu)家(jia)故事(shi),傳(chuan)播中國(guo)教育(yu)聲音,貢獻(xian)中國(guo)教育(yu)智慧。

各(ge)級黨委和政府要高度重視教(jiao)師(shi)隊伍(wu)建設,結合實(shi)際抓(zhua)好本意見貫徹落實(shi),形成齊(qi)抓(zhua)共管(guan)的(de)工(gong)(gong)作(zuo)格(ge)局。各(ge)級各(ge)類學校要將高素質(zhi)專(zhuan)業化教(jiao)師(shi)隊伍(wu)建設作(zuo)為(wei)學校發(fa)展(zhan)的(de)關鍵(jian)基礎性工(gong)(gong)作(zuo),健全工(gong)(gong)作(zuo)機制(zhi),強化工(gong)(gong)作(zuo)保障。各(ge)級領導干部要深入(ru)學校了解教(jiao)師(shi)情況,為(wei)廣大教(jiao)師(shi)辦(ban)實(shi)事(shi)、解難(nan)事(shi)。
