教(jiao)(jiao)(jiao)師(shi)是立教(jiao)(jiao)(jiao)之本、興教(jiao)(jiao)(jiao)之源,強(qiang)國必先強(qiang)教(jiao)(jiao)(jiao),強(qiang)教(jiao)(jiao)(jiao)必先強(qiang)師(shi)。為大力弘揚教(jiao)(jiao)(jiao)育家精(jing)神,加強(qiang)新時代高素(su)質專業(ye)化教(jiao)(jiao)(jiao)師(shi)隊伍(wu)建(jian)設(she),進一(yi)步(bu)營造尊師(shi)重教(jiao)(jiao)(jiao)良好氛圍,現提出如(ru)下意見。
一、總體要求
堅(jian)持以習近(jin)平(ping)新(xin)時代中國(guo)特色社(she)會主義思想為(wei)(wei)指導(dao),深入貫徹黨(dang)的(de)(de)二(er)十大(da)和二(er)十屆二(er)中、三(san)中全(quan)會精神(shen),堅(jian)持黨(dang)對教(jiao)(jiao)(jiao)育(yu)事(shi)業的(de)(de)全(quan)面領(ling)導(dao),貫徹新(xin)時代黨(dang)的(de)(de)教(jiao)(jiao)(jiao)育(yu)方針,落實立德(de)樹人(ren)根(gen)本(ben)任務,把加強(qiang)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)伍建(jian)設作為(wei)(wei)建(jian)設教(jiao)(jiao)(jiao)育(yu)強(qiang)國(guo)最重要的(de)(de)基礎(chu)工作來(lai)抓,強(qiang)化(hua)教(jiao)(jiao)(jiao)育(yu)家精神(shen)引領(ling),提(ti)(ti)升教(jiao)(jiao)(jiao)師(shi)(shi)(shi)教(jiao)(jiao)(jiao)書(shu)育(yu)人(ren)能力(li),健全(quan)師(shi)(shi)(shi)德(de)師(shi)(shi)(shi)風(feng)建(jian)設長效(xiao)機制(zhi),深化(hua)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)伍改(gai)革創新(xin),加快補齊教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)伍建(jian)設突出短板,強(qiang)化(hua)高(gao)素(su)質(zhi)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)培養供(gong)給,優化(hua)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)資源配(pei)置,打造一支師(shi)(shi)(shi)德(de)高(gao)尚、業務精湛、結構合理、充滿活力(li)的(de)(de)高(gao)素(su)質(zhi)專業化(hua)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)伍,為(wei)(wei)加快教(jiao)(jiao)(jiao)育(yu)現代化(hua)、建(jian)設教(jiao)(jiao)(jiao)育(yu)強(qiang)國(guo)、辦好人(ren)民滿意的(de)(de)教(jiao)(jiao)(jiao)育(yu)提(ti)(ti)供(gong)堅(jian)強(qiang)支撐。
工作中要堅(jian)持教(jiao)(jiao)(jiao)育(yu)(yu)家(jia)(jia)精(jing)神(shen)鑄魂(hun)強(qiang)師(shi)(shi),引導(dao)廣(guang)大教(jiao)(jiao)(jiao)師(shi)(shi)堅(jian)定心(xin)(xin)有大我、至誠報國的理想信念,陶冶言為(wei)士則、行為(wei)世范的道德情操,涵(han)養(yang)啟智(zhi)潤(run)心(xin)(xin)、因材(cai)施教(jiao)(jiao)(jiao)的育(yu)(yu)人智(zhi)慧,秉(bing)持勤學篤行、求是(shi)創新的躬耕態(tai)度,勤修樂教(jiao)(jiao)(jiao)愛生、甘于奉獻(xian)的仁愛之心(xin)(xin),樹立胸懷天下、以文化(hua)人的弘道追求,踐(jian)行教(jiao)(jiao)(jiao)師(shi)(shi)群體共同價值追求。堅(jian)持教(jiao)(jiao)(jiao)育(yu)(yu)家(jia)(jia)精(jing)神(shen)培育(yu)(yu)涵(han)養(yang),融入教(jiao)(jiao)(jiao)師(shi)(shi)培養(yang)、發(fa)展(zhan),構建日常浸潤(run)、項目(mu)賦(fu)能(neng)、平臺支(zhi)撐的教(jiao)(jiao)(jiao)師(shi)(shi)發(fa)展(zhan)良好生態(tai)。堅(jian)持教(jiao)(jiao)(jiao)育(yu)(yu)家(jia)(jia)精(jing)神(shen)弘揚踐(jian)行,貫(guan)穿教(jiao)(jiao)(jiao)師(shi)(shi)課堂教(jiao)(jiao)(jiao)學、188bet金宝搏在线、社會實踐(jian)等各環節,筑牢教(jiao)(jiao)(jiao)育(yu)(yu)家(jia)(jia)精(jing)神(shen)踐(jian)行主陣地。堅(jian)持教(jiao)(jiao)(jiao)育(yu)(yu)家(jia)(jia)精(jing)神(shen)引領激勵,建立完善教(jiao)(jiao)(jiao)師(shi)(shi)標準體系,納入教(jiao)(jiao)(jiao)師(shi)(shi)管理評價全過程,引導(dao)廣(guang)大教(jiao)(jiao)(jiao)師(shi)(shi)將教(jiao)(jiao)(jiao)育(yu)(yu)家(jia)(jia)精(jing)神(shen)轉化(hua)為(wei)思想自(zi)(zi)覺、行動自(zi)(zi)覺。
經(jing)過3至5年(nian)努(nu)力(li),教(jiao)(jiao)育家(jia)精(jing)(jing)神(shen)得(de)到大(da)力(li)弘揚(yang),高素質專業(ye)化教(jiao)(jiao)師隊(dui)伍建設取得(de)積(ji)極成效,教(jiao)(jiao)師立(li)德修(xiu)身、敬業(ye)立(li)學、教(jiao)(jiao)書育人呈(cheng)現新(xin)風(feng)貌,尊師重教(jiao)(jiao)社(she)會(hui)氛圍更加濃(nong)厚。到2035年(nian),教(jiao)(jiao)育家(jia)精(jing)(jing)神(shen)成為(wei)廣大(da)教(jiao)(jiao)師的自覺追求,實現教(jiao)(jiao)師隊(dui)伍治(zhi)理體系和(he)治(zhi)理能(neng)力(li)現代化,數字化賦能(neng)教(jiao)(jiao)師發展成為(wei)常態,教(jiao)(jiao)師地位鞏(gong)固提高,教(jiao)(jiao)師成為(wei)最受社(she)會(hui)尊重和(he)令人羨慕的職業(ye)之一,形成優秀(xiu)(xiu)人才(cai)爭相從教(jiao)(jiao)、優秀(xiu)(xiu)教(jiao)(jiao)師不斷涌(yong)現的良好(hao)局面。
二、加強教師隊伍思想政治建設
(一(yi))加強理想(xiang)信念教(jiao)育。建立健全教(jiao)師定期理論學習(xi)制度,堅持不懈用習(xi)近平新時代中(zhong)國(guo)特色社會(hui)(hui)主(zhu)義(yi)思想(xiang)凝心(xin)鑄(zhu)魂。持續抓好黨史(shi)、新中(zhong)國(guo)史(shi)、改革開放史(shi)、社會(hui)(hui)主(zhu)義(yi)發(fa)展史(shi)學習(xi)教(jiao)育。統籌(chou)各(ge)級(ji)各(ge)類黨校(行政學院)等資源,定期開展教(jiao)師思想(xiang)政治(zhi)(zhi)輪訓(xun),增(zeng)進廣大教(jiao)師對中(zhong)國(guo)共(gong)產黨和中(zhong)國(guo)特色社會(hui)(hui)主(zhu)義(yi)的政治(zhi)(zhi)認(ren)同(tong)、思想(xiang)認(ren)同(tong)、理論認(ren)同(tong)、情感(gan)認(ren)同(tong)。
(二)加(jia)強(qiang)(qiang)教(jiao)師(shi)(shi)隊(dui)伍建設黨(dang)建引(yin)領。把黨(dang)的(de)(de)(de)政(zheng)治建設擺(bai)在(zai)首位,牢牢掌握黨(dang)對教(jiao)師(shi)(shi)隊(dui)伍建設的(de)(de)(de)領導(dao)權。選優配強(qiang)(qiang)教(jiao)師(shi)(shi)黨(dang)支(zhi)部書(shu)記(ji),強(qiang)(qiang)化教(jiao)師(shi)(shi)黨(dang)支(zhi)部書(shu)記(ji)“雙(shuang)帶頭人”培育,充分發揮(hui)教(jiao)師(shi)(shi)、師(shi)(shi)范生黨(dang)支(zhi)部的(de)(de)(de)戰斗(dou)堡壘作(zuo)用和黨(dang)員(yuan)教(jiao)師(shi)(shi)的(de)(de)(de)先(xian)鋒模范作(zuo)用。注意做(zuo)好在(zai)高層次人才(cai)、優秀青年(nian)(nian)教(jiao)師(shi)(shi)、少(shao)先(xian)隊(dui)輔(fu)導(dao)員(yuan)和海外(wai)留學歸國教(jiao)師(shi)(shi)中發展黨(dang)員(yuan)工作(zuo),落(luo)實(shi)好“三會一課”等黨(dang)的(de)(de)(de)組織(zhi)生活制(zhi)度(du),把教(jiao)師(shi)(shi)緊密團結在(zai)黨(dang)的(de)(de)(de)周圍。堅持黨(dang)建帶群(qun)建,加(jia)強(qiang)(qiang)青年(nian)(nian)教(jiao)師(shi)(shi)思想政(zheng)治引(yin)領。
三、涵養高尚師德師風
(三)堅持師(shi)德師(shi)風第一標準(zhun)。將(jiang)(jiang)思想政治和(he)(he)師(shi)德要(yao)求納入教師(shi)聘用合同,在教師(shi)聘用工(gong)作中嚴格考察把關。將(jiang)(jiang)師(shi)德表現作為教師(shi)資(zi)格準(zhun)入、招聘引進、職(zhi)稱評(ping)(ping)(ping)聘、導師(shi)遴選、評(ping)(ping)(ping)優獎(jiang)勵、項目(mu)申報等的首要(yao)要(yao)求。各級(ji)組織人(ren)事和(he)(he)教育部門將(jiang)(jiang)師(shi)德師(shi)風建(jian)設納入學(xue)(xue)校(xiao)(xiao)基層黨(dang)建(jian)述(shu)職(zhi)評(ping)(ping)(ping)議(yi)考核、領導班子和(he)(he)領導人(ren)員考核及全面從嚴治黨(dang)任(ren)務清單(dan),與教育督導、重(zhong)大人(ren)才工(gong)程評(ping)(ping)(ping)選、教育教學(xue)(xue)評(ping)(ping)(ping)估、學(xue)(xue)位授權(quan)審核、學(xue)(xue)位授權(quan)點評(ping)(ping)(ping)估等掛鉤。學(xue)(xue)校(xiao)(xiao)主(zhu)要(yao)負(fu)(fu)責人(ren)要(yao)認(ren)真履行(xing)師(shi)德師(shi)風建(jian)設第一責任(ren)人(ren)職(zhi)責,壓實高(gao)校(xiao)(xiao)院(系)主(zhu)要(yao)負(fu)(fu)責人(ren)責任(ren)。
(四(si))引(yin)(yin)導教(jiao)(jiao)師自(zi)律自(zi)強。引(yin)(yin)導廣大教(jiao)(jiao)師自(zi)覺踐行(xing)教(jiao)(jiao)育(yu)家精神,模范遵(zun)守憲法和法律法規,依法履行(xing)教(jiao)(jiao)師職(zhi)(zhi)責,堅決(jue)抵制損害黨中央權(quan)威、國(guo)家利益的言(yan)(yan)行(xing);模范遵(zun)守新時代教(jiao)(jiao)師職(zhi)(zhi)業(ye)行(xing)為準則,自(zi)覺捍衛教(jiao)(jiao)師職(zhi)(zhi)業(ye)尊嚴;模范遵(zun)守社會公德,形(xing)象得體、言(yan)(yan)行(xing)雅正。加強科(ke)研誠信與優良教(jiao)(jiao)風學(xue)風建設(she),堅決(jue)抵制學(xue)術不端(duan),營造風清氣(qi)正的學(xue)術生態(tai)。通過典型(xing)案例強化(hua)警示教(jiao)(jiao)育(yu)。
(五)加(jia)強師(shi)(shi)德(de)(de)師(shi)(shi)風(feng)培(pei)(pei)養。把(ba)學習貫(guan)徹習近平(ping)總書記(ji)關(guan)于教(jiao)(jiao)育(yu)(yu)的(de)重(zhong)(zhong)要論述(shu)作(zuo)為(wei)教(jiao)(jiao)師(shi)(shi)培(pei)(pei)養的(de)必修課,作(zuo)為(wei)教(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)育(yu)(yu)和培(pei)(pei)訓(xun)的(de)重(zhong)(zhong)要任務,使廣大教(jiao)(jiao)師(shi)(shi)把(ba)握其深刻內涵(han)、做(zuo)到知行合一。將師(shi)(shi)德(de)(de)師(shi)(shi)風(feng)和教(jiao)(jiao)育(yu)(yu)家精(jing)神融入(ru)教(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)育(yu)(yu)課程(cheng)和教(jiao)(jiao)師(shi)(shi)培(pei)(pei)養培(pei)(pei)訓(xun)全過程(cheng)。開發教(jiao)(jiao)育(yu)(yu)家精(jing)神課程(cheng)教(jiao)(jiao)材(cai)資源。用好國家智慧教(jiao)(jiao)育(yu)(yu)公共服務平(ping)臺,開展師(shi)(shi)德(de)(de)師(shi)(shi)風(feng)和教(jiao)(jiao)育(yu)(yu)家精(jing)神專題研修。有計(ji)劃地組織教(jiao)(jiao)師(shi)(shi)參加(jia)革(ge)命(ming)傳(chuan)統教(jiao)(jiao)育(yu)(yu)、國情(qing)社情(qing)考察、社會實(shi)踐鍛(duan)煉,引導教(jiao)(jiao)師(shi)(shi)在理論與實(shi)踐中涵(han)養高尚師(shi)(shi)德(de)(de)和教(jiao)(jiao)育(yu)(yu)家精(jing)神。
(六(liu))堅持師(shi)德(de)(de)(de)違(wei)(wei)規“零容(rong)忍”。依(yi)規依(yi)紀依(yi)法查處師(shi)德(de)(de)(de)違(wei)(wei)規行為,對群眾(zhong)反映(ying)強(qiang)烈、社(she)會影(ying)響(xiang)惡劣(lie)的(de)(de)嚴(yan)重(zhong)(zhong)師(shi)德(de)(de)(de)違(wei)(wei)規行為,從嚴(yan)從重(zhong)(zhong)給予處理處分(fen)。落(luo)實教職員工準入(ru)查詢和(he)(he)從業禁止(zhi)制(zhi)度(du)。各地各高校要將(jiang)師(shi)德(de)(de)(de)師(shi)風(feng)(feng)建設作為教育(yu)系統巡視(shi)巡察和(he)(he)督(du)查檢查的(de)(de)重(zhong)(zhong)要內容(rong)。堅持失責必(bi)問、問責必(bi)嚴(yan),對相關單(dan)位(wei)(wei)和(he)(he)責任(ren)人落(luo)實師(shi)德(de)(de)(de)師(shi)風(feng)(feng)建設責任(ren)不到位(wei)(wei)、造成嚴(yan)重(zhong)(zhong)后(hou)果(guo)或惡劣(lie)影(ying)響(xiang)的(de)(de),予以嚴(yan)肅(su)問責。
四、提升教師專業素養
(七)健全中國特色教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)育體系。大(da)(da)力(li)(li)支持師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)院(yuan)校建設,全面提升師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)教(jiao)(jiao)育水平。堅(jian)持師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)院(yuan)校教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)育第一職責,強(qiang)化部(bu)屬師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)大(da)(da)學(xue)引(yin)領,大(da)(da)力(li)(li)支持師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)院(yuan)校“雙一流”建設。以(yi)國家優秀中小學(xue)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)培(pei)(pei)(pei)養計劃(hua)為引(yin)領,支持“雙一流”建設高(gao)校為代表的高(gao)水平院(yuan)校為中小學(xue)培(pei)(pei)(pei)養研究生層(ceng)次優秀教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)。實(shi)施師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)教(jiao)(jiao)育協同(tong)提質計劃(hua)。優化師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)生公費教(jiao)(jiao)育政(zheng)策。深(shen)化實(shi)施中西部(bu)欠發達地區優秀教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)定(ding)向培(pei)(pei)(pei)養計劃(hua)。優化師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)院(yuan)校評估指標,改(gai)革師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)類(lei)專(zhuan)業(ye)認證,支持師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)專(zhuan)業(ye)招生實(shi)施提前批次錄取(qu),推進培(pei)(pei)(pei)養模式(shi)改(gai)革。師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)院(yuan)校普(pu)遍建立數(shu)學(xue)、科技(ji)、工程類(lei)教(jiao)(jiao)育中心,加強(qiang)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)生科技(ji)史教(jiao)(jiao)育,提高(gao)科普(pu)傳播能力(li)(li)。加大(da)(da)對師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)(fan)(fan)類(lei)專(zhuan)業(ye)研究生學(xue)位授權審(shen)核的支持力(li)(li)度。加強(qiang)培(pei)(pei)(pei)養基本條件和實(shi)踐基地建設。加強(qiang)英才教(jiao)(jiao)育師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)資(zi)培(pei)(pei)(pei)養。強(qiang)化緊缺領域師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)資(zi)培(pei)(pei)(pei)養。

五、加強教師權益保障
(十二)加大各級(ji)各類教師(shi)(shi)待遇保(bao)障力度。健全中(zhong)小學教師(shi)(shi)工(gong)(gong)(gong)資(zi)(zi)(zi)長效聯動機制(zhi),鞏(gong)固(gu)義(yi)務教育教師(shi)(shi)平均工(gong)(gong)(gong)資(zi)(zi)(zi)收入(ru)(ru)水(shui)(shui)平不低于當地公務員平均工(gong)(gong)(gong)資(zi)(zi)(zi)收入(ru)(ru)水(shui)(shui)平成果(guo),強化(hua)高中(zhong)、幼兒園教師(shi)(shi)工(gong)(gong)(gong)資(zi)(zi)(zi)待遇保(bao)障。落(luo)實好工(gong)(gong)(gong)資(zi)(zi)(zi)、社會保(bao)險等各項(xiang)政策。研究提高教齡津(jin)貼標準。落(luo)實好鄉村教師(shi)(shi)生活補助政策。加大教師(shi)(shi)培訓經(jing)費投入(ru)(ru)力度。保(bao)障教師(shi)(shi)課后服(fu)務工(gong)(gong)(gong)作合理待遇。加強鄉村教師(shi)(shi)周轉(zhuan)宿舍建(jian)設。
